In the fictional Earth intervention, the Theron designates the People’s Republic of China as an interim administrative authority under protectorate conditions. Its later role in the China-led New Order Federation is related but distinct: a state is not identical to the bloc it leads.
Sarron designates China the sole provisional representative authority for Earth under Theron jurisdiction. His proclamation dissolves the United Nations and transfers multilateral functions to a consolidated Civil Administration under a Protectorate Coordination Charter.
The proclamation also demands the termination of strategic nuclear launch activity, disclosure of defensive systems and Theron control of orbital assets. China subsequently leads the New Order Federation, a coalition distinct from the state itself.
