Baron de Villefort [Diplomatic Actor — Congress Observer] — /AA/: French diplomat attuned to subtle shifts in power during the Congress.

Baron von Gagern [Diplomatic Sponsor — Delegation Authority] — /AA/: Dutch diplomat who brought Conrad Laurent into the Congress under the Dutch banner.
